Last week, HCSS Director of Research Dr. Tim Sweijs visited India at the invitation of the Indian Navy, underscoring the growing importance of closer ties between Europe, the Netherlands and one of the world’s key rising powers. Dr Sweijs delivered a series of lectures at the Naval War College (NWC) in Goa, the Indian Navy’s premier institution for higher military education and maritime research. His engagement with senior officers and future naval leadership took place at a time when India’s strategic weight is rapidly increasing amid intensifying great power competition.

Al meer dan 75 jaar is de Europese veiligheid grotendeels gebaseerd op de Amerikaanse nucleaire afschrikking en militaire aanwezigheid op het continent. Het nieuwe HCSS-rapport ‘Shields and Spears’ door Davis Ellison en Tim Sweijs laat zien dat dit model steeds kwetsbaarder wordt door de terugtrekkende beweging van de VS, politieke volatiliteit, Rusland’s militaire modernisering en het wegvallen van wapenbeheersingsregimes: Europa kan niet langer afhankelijk blijven van de VS ten koste van zijn eigen capaciteiten. “Europa staat voor een keuze: doorgaan op geleende geloofwaardigheid, of de moeilijke politieke beslissingen nemen om zichzelf te verdedigen.”

HCSS defence experts Davis Ellison and Tim Sweijs have just published their latest chapter on multi-domain operations (MDO) as part of the edited volume “Multidomain Operations: The Pursuit of Battlefield Dominance in the 21st Century” by Amos Fox and Franz-Stefan Gady. Based on field research in the US, UK, France, Israel, the Netherlands, Germany, Ukraine, and Taiwan, Ellison and Sweijs argue that MDO as a military concept is fraught with unaddressed problems, including, inter alia, an undertheorised theory of success, technological immaturity, and civil-military dissonance.
