Chinese Latent Activity and Related Interference Scanner

CLARIS focuses on monitoring and analysing verified instances of Chinese hybrid threat activity targeting Small and Middle Powers in Europe and the Asia Pacific. By systematically cataloguing sub-threshold activities across information warfare, economic coercion, paramilitary pressure, physical sabotage, and legal-political manoeuvres, CLARIS provides insight into how China deploys hybrid tools to pursue strategic objectives without resorting to open conflict.

HCSS Datalab presents: CLARIS

CLARIS draws on open-source and independently verifiable reporting to provide a structured overview of Chinese hybrid threat activity since 2010. The dashboard allows users to explore incidents through global, national, and incident-level lenses, offering insights into patterns over time, differences across regions, and the specific tactics and targets involved. Each incident record captures who was targeted, what tactic was used, when it occurred, which sector it struck, and what strategic effect it sought.
