The Southern Africa-Netherlands Cyber Security School (SANCS) is an annual online event organised by Dutch and Southern African organisations for students and young to mid-career professionals who are interested in cybersecurity issues and are based in Southern Africa, the Netherlands and more. The central goal of this school is to give SANCS students the opportunity to grow professionally and academically in the sphere of cybersecurity through free expert lectures and online action learning. The third edition of SANCS will take place from March 2 to April 10 2026. SANCS is inspired by the Indo-Dutch Cyber Security School, co-organised by HCSS.

The need for ethical and highly educated professionals in Cybersecurity is more pressing than ever. HCSS is proud to announce that SANCS24 was the first online course in cybersecurity for students and young professionals based in Southern Africa- the Netherlands, which was held from 11 March to 18 April 2024. SANCS was then renewed and took place from 3 March – 10 April 2025. SANCS26 will again offer a valuable opportunity for participants to gain further expertise in Cybersecurity. Exemplary attendees will be rewarded with up to two Certificates in the taught specialties. Apart from a rich academic experience, participants have the chance to meet with new people including our expert speakers, our partner’s representatives and fellow students, and broaden their network.

Cyber Talent Accelerator Track: SANCS Alumni

The most recent Southern Africa-Netherlands Cyber Security School (2025) had the Cyber Security Institute from South Africa sponsor the Cyber Talent Accelerator Track (CTA), which offered for the second year in a row – 20 places for a cybersecurity training program for selected participants of the Southern Africa – Netherlands Cyber Security School. This CTA is a segway into the cybersecurity field and helps students and young professionals from Southern Africa to become capable of entering the cybersecurity working environment. 19/20 CTA graduates secured a job! 

The CTA is full-time, six-month advanced cybersecurity training and work-readiness program. The 20 candidates will be funded through the Netherlands Embassy in South Africa and presented by the Cyber Security Institute (CSI). The SANCS CTA Program features the CSI Certificate in Cyber Security accredited by the Cape Peninsula University of Technology (CPUT) and the Professional Development Program featuring IT and AI essentials, Industry Masterclasses, Python Programming, a Cyber Range, workplace simulations and the African Thunder Challenge with our industry experts!

Our cybersecurity education initiatives cover a diverse array of subjects including forensics in cybersecurity, data protection, blockchain, artificial intelligence, cyber arms monitoring, and cloud computing.   • Michel Rademaker

    Michel Rademaker is one of the co-founders of HCSS and the Deputy Director. His fields of expertise include security strategy, policy, concepts and doctrines, technology assessments, geopolitical and economic security implications of climate change, raw materials and energy supply and serious gaming techniques.

    At SANCS, he will host the ‘Cyber Resilience Game’, an online serious-game that allows students to practically engage with hypothetical cyber incidents.

  • Louk Faesen

    Louk Faesen is a Policy Advisor to Bart Groothuis, Member of the European Parliament (VVD/Renew), where he focuses on technology, cybersecurity, trade, and economic security policy within the EU. He contributed to negotiations on key EU legislation, including the NIS2 Directive, the Chips Act, the Cybersecurity Act, and the Cyber Solidarity Act.

    Previously, he worked as Senior Strategic Analyst at The Hague Centre for Strategic Studies (HCSS) Cyber Policy and Resilience Programme and as Project Manager of the Global Commission on the Stability of Cyberspace (GCSC). He has co-edited and authored numerous reports on cyber norms, deterrence, counter-disinformation, and hybrid conflict, and has participated in international cyber stability discussions at the UN, EU, OSCE, and African Union. At SANCS, he will provide a lecture on EU Regulation.

  • Moliehi Makumane

    Moliehi is a researcher with the Security and Technology Programme at UNIDIR. Her expertise spans the international cybersecurity domain with emphasis on the implications of emerging technologies for security in developing countries. Before joining UNIDIR, Moliehi was with South Africa’s Department of International Relations and Cooperation where she led the international cybersecurity file, as negotiator in the OEWG and a senior advisor in the UN GGE. She also worked on the Inter governmental expert Group on cybercrime. She holds an Honours Degree in political and international studies from Rhodes University, Makhanda, South Africa. She speaks English and South Sotho. Moliehi’s areas of expertise include international ICT security and international cybercrime.

    At SANCS, she will provide a lecture on State Responsibility in Cybersecurity.

  • Thomas Attema

    Thomas is a senior researcher in the Applied Cryptography and Quantum Applications department of TNO and the Cryptology group of CWI. In 2023, he obtained his PhD at Leiden University. He focusses on the development of new cryptographic techniques capable of withstanding quantum attacks and allowing data to be analyzed in a privacy preserving manner.

    At SANCS, Thomas will provide a lecture on the Post-Quantum Cryptography Migration. Quantum computers form a significant threat to many of the cryptographic primitives that are currently in use. To mitigate this threat a timely migration to new cryptographic primitives, capable of withstanding quantum attacks, is essential.

  • Johan de Wit

    Johan de Wit works for Siemens Smart Infrastructure Technical Officer Enterprise Security and is involved in global Siemens portfolio development. He owns a masters degree in Security Science and recently successfully defended his PhD at Delft Technical University where he explored the characteristics of security risk assessments. He is a member of various expert communities and advisory boards like: the Dutch National Cyber Security Center, ASIS, Information Security Forum, Overseas Security Advisory Board (OSAC). He is a regular speaker at conferences and universities and publishes papers and articles.

    At SANCS he will give a lecture on Cybersecurity of Operational Technology (OT).

  • Pablo Rice

    Pablo Rice is Head of the Cyber and Emerging Technologies Governance programme at the Paris Peace Forum. In this capacity, he develops multistakeholder dialogue tracks on digital security policy, connecting diplomatic circles with the expertise of the private sector and civil society. His work focuses on cyber and hybrid policy, the law of armed conflict, arms control law, and AI risk governance.

    At SANCS he will deliver a lecture aimed at unpacking current and future misuse risks of advanced AI in cyberspace, and will explore desirable schemes for international governance to address these threats.

  • Heloise Meyer

    Dr. Heloise Meyer is senior member of the academic-sector CSIRT within the SANReN group and passionate cybersecurity specialist with an interest in digital forensics, mobile security and anything cybersecurity-related. An NRF Y2-rated researcher with an established track record of published academic papers on cybersecurity topics, such as Mobile Forensics, CTF competitions, Deepfake cyberattacks, and protecting the South African NREN.

    At SANCS she will provide a lecture on Social Engineering and the impact of AI.

  • Dr Trishana Ramluckan

    Dr Trishana Ramluckan is an honorary research fellow for at the School of Law, University of KwaZulu-Natal, a member of the IFIP working group on ICT Uses in Peace and War, and was listed in the Top 50 Women in Cybersecurity in Africa (2020). She was a curator of the EU:CD’s Cyber Diplomacy Atlas, and has participated in international cyber diplomacy working groups.

    At SANCS, she will provide the lecture ‘An Overview of South African Cyberlaw and Policy’. The lecture will focus on key legislation and conventions and provides an overview of themes which includes Cybersecurity and National security- emphasising the resilience of infrastructure e.g. the Healthcare sector, Data Sovereignty, Digital Rights and Capacity Building. The lecture will also examine the legal challenges of cyberlaw and policy in South Africa.

  • Justin Westscott

    Justin Westcott is Chief Technology Officer at DataGr8, a South African based Cyber Security company. Justin spent 10 years in the South African National Defence Force as a military pilot before transitioning to the private sector. His experience in cyber security spreads across the consulting, training, and research domains. His passion for the Cyber Security domain lies in Cyber risk management, Vulnerability Management Maturity, and cyber skills development. His roots in Cyber Security stem from Penetration Testing, Digital Forensics, and drone technologies research.   • Olaf Kolkman

    Olaf Kolkman is an executive-level advisor to, and spokesperson of, the Internet Society, where he strategises, analyses, formulates, reviews and advises on technical, and policy issues. For over 2 and a half decades, Olaf has been actively engaged in the intersection of Internet technology, society and policy matters, in particular those related to security and trustworthiness of the Internet. He serves on several advisory boards is member of the SIDN supervisory board, and is treasurer of the Global Forum on Expertise in Cyberspace Foundation. He served as IAB chair between 2007 and 2011 and was commissioner on the Global Commission on the Stability of Cyberspace. Previously he held executive positions as Chief Internet Technology Officer at the Internet Society and Managing Director of NLnet Labs, a non-for-profit group that produces Open Source and Open Standards for the Internet. Under Olaf’s responsibility, NLnet Labs made a significant contribution to global Internet stability through research and developed DNS software that is deployed worldwide. He describes himself as an Internet generalist and evangineer, somebody with deep knowledge on some of the Internet’s technical aspects who particularly enjoys bridging the technology-society-policy gaps.

  • Christopher Painter

    Chris Painter is a globally recognized leader and expert on cybersecurity and cyber policy, Cyber Diplomacy and combatting cybercrime. He has been on the vanguard of U.S. and international cyber issues for over twenty five years—first as a prosecutor of some of the most high-profile cybercrime cases in the country and then as a senior official at the Department of Justice, FBI, the National Security Council and finally the State Department. He has initiated, helped drive, or advised on virtually every major U.S. cyber policy for over a decade and has created innovative new organizations and approaches to deal with threats and take advantage of opportunities in cyberspace.

    In his most recent government role as the nation’s top cyber diplomat, Mr. Painter coordinated and led the United States’ diplomatic efforts to advance an open, interoperable, secure and reliable Internet and information infrastructure and advised the Secretary and Deputy Secretary of State on these emerging issues. The pioneering office that Mr. Painter established — the Office of the Coordinator for Cyber Issues — was the first high-level position and office dedicated to advancing the diplomatic aspects of cyber issues ranging from national security to human rights matters. These issues include promoting norms of responsible state behavior and cyber stability, preventing cyber conflict, enhancing deterrence, advancing cybersecurity, fighting cybercrime, promoting multi-stakeholder Internet governance and advancing Internet freedom.

    Among many other things, Mr. Painter was instrumental in negotiating a landmark agreement regarding the theft of intellectual property with China, negotiating a comprehensive cyber cooperation agreement with India, using diplomatic and other tools to combat high-profile cyber attacks and intrusions, and launching first of their kind “whole of government” cyber dialogues and capacity building programs with dozens of countries in Europe, Asia, the Americas, the Middle East and Africa. He and his team also spearheaded the promotion of an international framework of cyber stability that includes building a consensus around norms of acceptable behavior and getting agreement on transparency and confidence-building measures designed to reduce the risk of miscalculation that could inadvertently lead to conflict in cyberspace.

    Prior to joining the State Department, Mr. Painter served in the White House as Senior Director for Cyber Policy and Acting Cyber Coordinator in the National Security Council. He was a senior member of the team that conducted the President’s Cyberspace Policy Review in 2009 and he subsequently helped create and then structure a new directorate in the National Security Council devoted to these issues.

    Mr. Painter has been a frequent media spokesperson and presenter on cyber issues around the globe. He was named the Bartels World Affairs Fellow by Cornell University for 2017-2018 and chosen as a member of the Board of the Center for Internet Security. He is the recipient of the prestigious RSA Award for Excellence in the Field of Public Policy (2016), the Attorney General’s Award for Exceptional Service, the Intelligence Community Legal Award (2008) and has been named to the “Federal 100” list, among other honors. He is a graduate of Stanford Law School and Cornell University and clerked for US Circuit Judge Betty Fletcher. Currently Mr Painter serves as a Commissioner in the Global Commission on the Stability of Cyberspace.

  • Barry van Kampen

    Barry van Kampen is a security enthusiast and full of energy to build a secure world. He is advising several organisations on the IT security landscape and stays tuned what happening in real life. During his technologic journeys he has made a lot of friends in the community and is involved with initiatives like OrangeCon, Randomdata, Hack_Right, DIVD (Dutch Institute for Vulnerability Disclosure), Hackshield, HITB and more. In his daily life he’s the security technologist at XMON, a team of purplehats in an extreme form.

    Barry "fish_" van Kampen is a passionate security professional dedicated to making the digital world safer. He advises multiple organizations on cybersecurity strategy and stays closely connected to real-world developments in the threat landscape. Over the years, Barry has built strong ties within the security community and actively contributes to initiatives such as DIVD (Dutch Institute for Vulnerability Disclosure) and it;s academy, Hack_Right, HackShield, HITB (Hack In The Box), OrangeCon, and Randomdata.     Gijs is an IT Audit & Assurance Manager working at Deloitte in the Netherlands.     Johnny Botha is a Senior Project Manager and cybersecurity expert specialising in security research and cybercrime investigations. He holds an M.Tech in IT Security (Cum Laude) and is currently pursuing his PhD in Computer Science. His expertise spans cryptocurrency crime investigations, OSINT, and full-stack development. His work is well-regarded in the academic community, evidenced by his numerous publications on cryptocurrency crime investigations and OSINT.

    At SANCS, he will provide a lecture on Cybercrime Investigations in South Africa. This lecture introduces the unique landscape of cybercrime in South Africa. The country faces unique challenges, as cybercriminals use it extensively as a testing ground. In this lecture, we will explore current cybercrime trends and the ways in which we combat these threats through OSINT.

  • Jeroen van den Hoven

    Jeroen van den Hoven is University Professor at Delft University of Technology where he is scientific Director of the Delft Digital Ethics Centre. He is founding Editor in Chief of the journal Ethics and Information Technology (Springer Nature). Van den Hoven serves as a permanent member of the European Group on Ethics (EGE) to the President of the European Commission and as permanent member of the Ethics and AI High Level Expert Group of the WHO. He also advises the Spanish Government on Ethical and Social aspects of AI and has published widely on the ethics of digital technologies.     Jeleen Kombrink is a Cyber Strategy senior manager at Africa Talent by Deloitte within South Africa, supporting North South Europe Deloitte clients. Q: When will SANCS26 take place?

A: SANCS26 will be held around March – April 2026. The exact dates will be announced soon. The lecture period runs for three weeks after which a two-week challenge period follows, where students collaborate in groups to accomplish targeted tasks. Throughout the entire period of the school, the National Cyber Resilience Game will be played. The outcomes of the National Cyber Resilience Game and these challenges will be unveiled during the closing week of SANCS26, culminating in the Closing Ceremony.

Q: How much time should I allocate for SANCS26 coursework and assignments?

A: Participants in SANCS26 are expected to engage on a part-time basis to ensure their academic commitments aren’t compromised. Generally, attendees will need to dedicate around 20 hours to lectures and 10 hours to assignments for the challenge period spread across 3 weeks.

Q: When will the final program details be disclosed?

A: The complete program details for SANCS26 will be made available closer to the start of the course, encompassing course specifics and instructors. Assignment details will be released midway through the courses, coinciding with the participant selection process from the student pool.

Q: I lack a background in Cybersecurity. Can I still sign up for SANCS26?

A: Absolutely! The lectures in SANCS26 are thoughtfully curated to cater to both newcomers to the field and those aiming to build upon existing knowledge.

Q: Is there a participation fee?

A: There is no participation fee due to the generous contributions of our sponsors and partner organisations.

Q: How will courses be conducted?

A: Courses will be conducted online. Participants need a digital device (desktop, laptop, or smartphone) with sufficient bandwidth to attend livestreamed lectures via Microsoft Teams.

Q: What type of Certificate will I receive?

A: SANCS26 provides two types of certifications. Upon attending the lectures and participating in the Game, participants earn a Certificate of Attendance. Successful completion of the Challenges, constituting the second phase, results in a Certification of Participation.

**Our certificates are also automated which is why it’s important to keep the name/email you use consistent, so you don’t miss out on receiving a certificate for the work you’ve done**

Q: What are the Certificate requirements?

A: Students attending at least 75% of the SANCS26 lectures and meet the participation requirements for the National Cyber Resilience Game obtain an official Certificate of Attendance. Successfully concluding a Challenge grants participants a Certificate of Participation.

Q: I still have a question, where can I ask it?

A: If you still have unanswered questions and/or want some further clarifications, please watch the online optional Q&A session that we hosted last year. There will be 2026 Q&A session scheduled in due course, before the SANCS26 registrations close.
