New HCSS & CIGI Report: International Norms Development and AI in the Military Domain

The integration of artificial intelligence (AI) into the military domain is rapidly becoming a reality. HCSS and the Centre for International Governance Innovation just published this joint report titled “International Norms Development and AI in the Military Domain.“ The report, written by HCSS Director of Research Dr. Tim Sweijs and HCSS Strategic Analyst Sofia Romansky distinguishes seven focus areas found in international governance initiatives and identifies their strengths and weaknesses, as well as overlaps and gaps in the emerging normative landscape.

AI gaat helpen bij het bepalen van het tijdstip van de oogst, onkruidbestrijding, het voorspellen van ziektes van gewassen en dieren, irrigatie en het efficiënter maken van de bevoorradingsketens. Door technieken te combineren, zoals het digitaal in kaart brengen van landbouwgrond en gebruik van data gegenereerd door sensoren en drones, kunnen opbrengsten beter worden voorspeld. Veel is nog toekomstmuziek, maar de weg is helder schrijft Rob de Wijk in zijn column voor Nieuwe Oogst.

De onderhandelingen tussen Israël en Hamas over een staakt-het-vuren en de vrijlating van gijzelaars lijken vast te lopen. Ondanks eerdere toezeggingen van Israël en het voorstel van een tijdelijk staakt-het-vuren, zijn recente gesprekken weer beëindigd. De vooruitzichten zijn slecht: beide partijen willen geen akkoord dat de ander als overwinning kan beschouwen. De uitkomst hangt nu sterk af van de leiders van Israël en Hamas, Netanyahu en Sinwar, die hun eigen belangen boven een oplossing voor het conflict stellen.

Drugstransporten in havens, DDOS-aanvallen en liquidaties. Het zijn misdaden die vaak gepleegd worden. En dan denk je vaak aan grote criminele organisaties. Toch hoeft het dat niet te zijn. Steeds vaker wordt ook de link gelegd met staten. Deze statelijke actoren zien de criminaliteit als middel om hun doel te bereiken en vormen zo een grote dreiging voor onze nationale veiligheid.
