Last week was a very important week for Artificial Intelligence in the Military Domain. Monday the 9th and 10th of September marked the second global Summit on Responsible Artificial Intelligence in the Military Domain (REAIM), hosted in Seoul, South Korea. REAIM is a platform and opportunity for all stakeholders to discuss the key opportunities, challenges and risks associated with military applications of AI. The government of the Netherlands hosted the first REAIM Summit last year in the Hague, the international city of peace and justice.
The Global Commission on Responsible Artificial Intelligence in the Military Domain (GC REAIM) is an initiative of the Government of the Netherlands that was launched during the 2023 REAIM Summit. Upon request of the Dutch Ministry of Foreign Affairs, the Hague Centre for Strategic Studies (HCSS) acts as the Secretariat of the Commission. In addition to being an integral part of the Summit, GC REAIM also co-organised and co-hosted two events in Seoul in the context of the REAIM 2024 Summit with the support of the Seoul International Law Academy (SILA). The first event was the second official GC REAIM Regional Meeting, which took place on 11 September 2024, at the Korea Chamber of Commerce and Industry (KCCI).
The Regional Meeting
The second event was the GC REAIM Symposium Day, which took place on 12 September 2024, also hosted at the Korea Chamber of Commerce and Industry (KCCI).
The two days of GC REAIM/SILA Meetings presented a unique opportunity to bring GC REAIM Commissioners, the regional constituency of experts, including experts from SILA and other relevant members of the regional network together to discuss the key takeaways that resulted from the REAIM Summit in the days prior. GC REAIM Commissioners and Experts took stock of Summit discussions and insights and charted meaningful paths forward in various workstreams.
The REAIM aims to:
1. Promote a balanced understanding of the implications of military AI integration.
2. Generate ideas and political momentum for establishing norms on responsible AI in the military.
3. Strengthen international cooperation for the responsible development, deployment, and use of military AI.
The simposium also included a roundtable discussion where participants discussed the role of international law, norms, and global governance challenges.

The Global Commission looks forward to continuing its contribution to the global conversation on AI governance and to proceed with its meaningful work on responsible AI in the military domain.
