HCSS Draghi Report Series | Artificial Intelligence

“The Draghi Report identifies a critical gap in the EU’s ability to compete on a global scale, particularly in the development and deployment of advanced AI technologies.” Next in our HCSS Draghi Report Series: strategic analysts Sofia Romansky and Jesse Kommandeur present their take on the report’s section on Artificial Intelligence (AI). “In providing a big picture view of the EU’s key sectors, the report already makes links with digitalization and advanced technologies in discussions of other sectors.”

Benedetta Girardi and Laura Jasper present paper at SISP Conference

On September 12, HCSS strategic analysts Benedetta Girardi and Laura Jasper presented their paper “From Nexus to Loop: How economic interdependence and great power competition shape domestic policy responses – a case study from the semiconductor industry” at the 2024 SISP Conference in Trieste, Italy. The paper examines how domestic economic policies are increasingly securitised against the backdrop of hyperglobalisation and renewed great power competition, particularly between the United States and China.

HCSS Draghi Report Series | Energy

“Draghi’s suggestion that the EU may have to relinquish the solar panel industry is difficult to accept, but there is merit to it: the gap with China is insurmountable.” Up next in our Draghi Report Series: we asked HCSS strategic advisors Lucia van Geuns and Jilles van den Beukel for their take on the report’s section on Energy. “This is a no-nonsense report that confronts the tough decisions that need to be made. Realising these plans and achieving the goals is going to be quite a challenge.”

HCSS Draghi Report Series | Defence

“The successful implementation of any EU defence strategy is politically problematic because of reasons of sovereignty; large countries with large defence industries must act more generously towards other member states.” For the fifth article in our Draghi Report Series, HCSS director of research Tim Sweijs and director of the security programme Frank Bekkers give their take on the report’s section on Defence.

HCSS Draghi Report Series | Critical Raw Materials

“The main challenge right now is determining how to implement the CRMA and coordinate these actions at the European level. The EU doesn’t need more recommendations, it needs to focus on the existing legislation and act on it.” For the next installment of our HCSS Draghi Report Series, we asked Irina Patrahau and Michel Rademaker for their take on the report’s section on Critical Raw Materials (CRM).
