HCSS and CESFA Sign Memorandum of Understanding to Enhance Cooperation on Economic Security

The Hague Centre for Strategic Studies (HCSS) and the Center for Economic Security and Foreign Affairs (CESFA) at the Ministry of Foreign Affairs of the Republic of Korea have signed a Memorandum of Understanding (MoU) to strengthen cooperation on key economic security challenges. The signing builds on the broader momentum of deepening bilateral ties between the Netherlands and the Republic of Korea. In 2024, the two countries formalized a Strategic Partnership, underlining their shared commitment to upholding international norms, fostering innovation, and promoting economic and technological cooperation. This new MoU reinforces that commitment, with a focus on navigating the complex landscape of global economic security.

Position Paper Seabed Security

On March 27, HCSS and TNO, in close collaboration with the Ministries of Infrastructure and Water Management and Defence, organised the Seabed Security Seminar in The Hague. De grootste zorg bij de invoering van de gedeelde verantwoordelijkheid voor veiligheid was dat de overheid haar regierol zou verliezen en het toezicht zou afnemen. Hoewel de overheid veiligheid als kerntaak behield, werd zij steeds terughoudender in haar controle, wat leidde tot een verschuiving naar sectorale veiligheidsregels zonder bindende overheidsvoorschriften. Dit resulteerde in verminderde inspecties en bezuinigingen op toezicht. In deze notitie pleiten Professor mr. em. Pieter van Vollenhoven en Drs. Lodewijk Gunther Moor ervoor dat de Tweede Kamer het initiatief neemt om echt onafhankelijk toezicht door Rijksinspecties mogelijk te maken, zodat veiligheid niet ten koste gaat van bestuurlijke invloed en financiële overwegingen.
