Symposium | Two years of war in Europe have changed perceptions of NATO and the defence policies of European countries. On 23 February 2024, two years after Russia’s full-scale invasion of Ukraine, the Netherlands Defence Academy (NLDA), the Royal Netherlands Association for War Studies (KVBK), the Netherlands Atlantic Association, the Clingendael Institute, the Hague Centre for Strategic Studies (HCSS), and ISGA Leiden University take stock of these developments and ask the question: what does the war mean for Ukraine, for Europe and the world at large?

War in the 21st century will remain a chameleon that takes on different forms and guises. This book, edited by Tim Sweijs and Jeffrey H. Michaels, offers the first comprehensive update and revision of ideas about the future of war since Russia’s 2022 invasion of Ukraine. It argues that the war has fundamentally shifted our perspective on the nature and character of future war, but also cautions against marginalising many other parallel trends, types of war, and ways of waging them. World-renowned international experts from the War Studies field consider the impact of the war in Ukraine on the broader social phenomenon of war: they analyse visions of future war; examine the impact of technological innovation on its conduct; assess our ability to anticipate its future; and consider lessons learned for leaders, soldiers, strategists, scholars and concerned citizens.

Europese samenlevingen zijn doelwit van hybride aanvallen van buitenlandse actoren, met als doel om democratische processen te beïnvloeden en kwetsbaarheden uit te buiten. Als reactie hierop zoeken overheden, waaronder de Nederlandse, naar een proactieve benadering tegen hybride dreigingen om niet langer een figuurlijke schietschijf te zijn voor de acties van autoritaire regimes. Hoewel zij uiteenlopende strategieën hebben opgesteld, blijft counter hybride samenwerking vaak nog rudimentair en bij gelegenheid georganiseerd. Dit HCSS rapport door Gerben Bakker en Tim Sweijs biedt daarom een handleiding voor het opstellen en uitvoeren van counter hybride campagnes.

Militairen en experts proberen u al een tijdje wakker te schudden: we moeten klaar zijn voor het onverwachte. Maar voor zover ik het kon waarnemen waren de reacties schouderophalend, schrijft Rob de Wijk in zijn column voor Trouw. De defensie-industrie verhoogt snel zijn productie, behalve in Europa. Hier bakkeleien we eindeloos over procedures, geld en aanbestedingen. Verandering begint bij de nationale politiek. Maar het kost moeite om veiligheid op de agenda van dit verwende en klagende continent te krijgen.

New report | Partners and Avenues for European Engagement in Indo-Pacific Maritime Security

Europe depends on the Indo-Pacific for trade, but has limited capacities to secure its interests in the region. This new HCSS report by Benedetta Girardi and Paul van Hooft identifies regional partners with whom Europe should collaborate to deepen its engagement. It first maps the suitability of all Indo-Pacific powers for cooperation before zooming in on a group of countries that are promising as partners but remain somewhat ambivalent towards Europe.
