Onlangs startte Minister Kamp een ‘maatschappelijke energiedialoog’. De Nederlandse energievoorziening staat immers voor belangrijke keuzes om de noodzakelijke emissiereductie te bereiken en verdergaande vergroening in de toekomst vorm te geven. Rotterdam speelt daarin met zijn raffinaderijen, doorvoer van kolen en chemische industrie een centrale rol. De haven bereidt zich voor op zowel groei van fossiel, die mogelijk wordt door afvang en opslag van CO2, als van groene opties. Dat lijkt op dit moment een verstandige strategie, want de concurrentievoordelen van Rotterdam met name bij fossiel zijn groot. Maar als de vraag naar fossiele energiebronnen sneller afneemt dan verwacht, dan kan Rotterdam met deze ‘én-én strategie’ in een zelfde situatie terecht komen als eerder Detroit of Kodak.

Onrust domineert het wereldtoneel. Sinds de Krim Crisis zijn Rusland en het Westen in een politiek steekspel verwikkeld. Recent kwamen daar hoog oplopende spanningen bij tussen Turkije en Rusland en tussen Saoedi-Arabië en Iran. Deze conflicten kunnen niet los van elkaar worden gezien, maar maken deel uit van een trend: de terugkeer van interstatelijke crisis. Een grondig begrip van crisis-management en crisisbeheersing is vandaag de dag opnieuw onmisbaar.

High-stakes crises between states are dotting the world map. The annexation of Crimea locked Russia and the West into a standoff, while recent months witnessed flaring tensions between Turkey and Russia as well as between Saudi Arabia and Iran. Rather than isolated incidents, these events mark a larger trend: the comeback of interstate crisis. For decision makers, who have largely shifted attention to the unconventional threats of terrorists and failed states, now is the time to return to the lessons of crisis management of the past. It is time to reacquire crisis literacy.

In de wereld van vandaag is de beschikbaarheid van data en informatie enorm toegenomen en onontbeerlijk geworden voor vele toepassingen. Aardobservatie (AO) is één van de methodes om data te verzamelen en tot informatie te verwerken. Niettemin is AO vaak nog omgeven door onbekendheid, zeker bij het grote publiek. En dat terwijl op velerlei vlakken AO toepassingen al gebruikt worden, of het nu gaat de vitale infrastructuur, voor het meten van klimaatverandering, of voor waterbeheer. Op veiligheidsgebied kan de beschikbaarheid van informatie een groot verschil maken ter assistentie van politiediensten, in het kader van militaire operaties, of om bijvoorbeeld smokkelactiviteiten te traceren. Ook zijn er veel economische kansen voor het verwerken en toepassen van satellietdata.

Het HCSS heeft in opdracht van de Directie Openbare Orde en Veiligheid - Gemeente Amsterdam, de studie: Naar een Visie op Amsterdamse Stedelijke Veiligheid uitgevoerd. In de studie stelt HCSS een nieuwe invulling van het concept ‘veiligheid’ voor vanuit een geïntegreerde visie gebaseeerd op zeven Amsterdamse kernwaarden. Amsterdam scoort goed in de Stedelijke Veiligheidsindex (SVI), waarmee de veiligheid van 39 wereldsteden is gemeten aan de hand van tientallen indicatoren.

Analyses of the international security environment typically provide somber overviews of the various drivers and manifestations of conflict and instability around the world. Recent developments such as the terrorist attacks in Paris, Beirut and elsewhere, a Middle East in flames, a resurgent Russia, incessant violence in West Africa or turmoil in South China Sea only reinforce this view. By framing our analysis of the security environment in these terms, debates about how to anticipate and respond to these current and future threats invariably focus on those forces of instability and conflict.

Industrial processes are becoming progressively digitized, and society is increasingly adopting digital technologies. The security side of this technological advancement, however, has taken a back seat.

In een nieuw rapport pleiten TNO, HCSS en Trinomics voor een heldere overheidsvisie op de toekomst van aardgas in ons land. Een dergelijke visie geeft inhoud aan de slogan ‘gas als transitiebrandstof’. Immers, enkel wanneer er een duidelijke einddatum is voor de winning van aardgas in Nederland, de Gasrotonde een op- en afbouwstrategie kent, en helder is dat de resterende gasbaten daadwerkelijk worden besteed aan vergroening kan energietransitie op gedegen en verantwoorde wijze kracht bij worden gezet.
