Guest Paper | A Latin American perspective on the key drivers of future international security trends

This guest paper ‘A Latin American perspective on the key drivers of future international security trends’ was written by Prof. Alcides Costa Vaz in anticipation of the second The Hague Strategic Foresight Forum Talks titled ‘Global Perspectives on Future Security Trends’. This closed-door event will be held on the 23rd of September 2024. The paper highlights how Latin America, while generally free from interstate wars, faces significant security threats from organised crime, geopolitical rivalries, technological vulnerabilities, and environmental degradation. These trends are likely to persist, shaping both regional and global security landscapes in the near future.

Second GC REAIM Meeting Seoul, South Korea

In addition to being an integral part of the REAIM 2024 Summit, GC REAIM also co-organised and co-hosted two events in Seoul in the context of the Summit with the support of the Seoul International Law Academy (SILA). The first event was the second official GC REAIM Regional Meeting, which took place on 11 September 2024, and the second event was the GC REAIM Symposium Day, which took place on 12 September 2024. Both events were graciously hosted at the Korea Chamber of Commerce and Industry (KCCI).

Last week on Monday the 9th and Tuesday the 10th of September, the second global Summit on Responsible Artificial Intelligence in the Military Domain (REAIM) was hosted in Seoul, South Korea. The government of the Netherlands hosted the first REAIM Summit last year in the Hague, where it was decided that GC REAIM would be established to support norm development and policy coherence in this field.

Het Nederlands Dagblad sprak met Rob de Wijk, hoogleraar internationale relaties en veiligheid aan de Universiteit Leiden en oprichter van het Den Haag Centrum voor Strategische Studies (HCSS) over de oorlog in Oekraïne. Na ruim twee jaar oorlog in Oekraïne is defensiespecialist Rob de Wijk niet van mening veranderd – althans niet over de grote kwesties. ‘Je kunt niet eeuwig blijven dreigen met kernwapens – op gegeven moment ben je ongeloofwaardig.’

Na de Russische invasie in Oekraïne heeft het Westen de banden met Rusland grotendeels verbroken. De Europese Unie heeft in de afgelopen 2 en een half jaar al 14 sanctiepakketten tegen Rusland ingesteld en de G7 kwam met het olieprijsplafond. Maar juist die sanctie wordt nu ontweken door de Rusland.Al onze inspanningen hebben Rusland niet op de knieën gekregen. Sterker nog. De sancties op het gebied van olie en gas hebben misschien wel een averechts effect. De Globsec-conferentie, de belangrijkste bijeenkomst over het buitenlands- en veiligheidsbeleid in Midden-Europa, is dit jaar van Bratislava naar Praag verhuisd, gedreven door het populistische beleid van de Slowaakse premier Fico, die een nationalistisch, anti-EU en pro-Russisch beleid voert. New HCSS & CIGI Report: International Norms Development and AI in the Military Domain

The integration of artificial intelligence (AI) into the military domain is rapidly becoming a reality. HCSS and the Centre for International Governance Innovation just published this joint report titled “International Norms Development and AI in the Military Domain.“ The report, written by HCSS Director of Research Dr. Tim Sweijs and HCSS Strategic Analyst Sofia Romansky distinguishes seven focus areas found in international governance initiatives and identifies their strengths and weaknesses, as well as overlaps and gaps in the emerging normative landscape.
