The Hague Centre for Strategic Studies (HCSS) has launched the Critical Raw Materials Tracking Application (CARTA), an updated dashboard providing information about the geographical spread of resources, reserves, extraction and processing capabilities for a wide range of raw materials. The dashboard displays the materials included in the 2023 EU Critical Raw Materials list as well as other non-energy and non-animal raw materials that are important for the above-mentioned sectors.
CARTA gives an geographical overview of critical raw material mines and processing plants. Clicking a data point on the map displays the site name, site type (mine or processing), and more information.
The dashboard is based on publicly available data from the United States Geological Survey (USGS) from 2017 and 2011 as well as the EGDI Minerals4EU database from 2019. This iteration was developed in 2025 by Rens van Dam, Irina Patrahau, Jesse Kommandeur and Michel Rademaker.

CARTA offers an overview of critical minerals assets complementing HCSS Critical Minerals Programme’s earlier dashboards CARMEN (CRM financial analysis) and DOMINO (Dutch Observer for Materials Intelligence and Operations). The data on the dashboard is being updated by our team to make it completely up-to-date.
HCSS invites governments, researchers, and organisations to explore how CARTA can support strategic analysis and national risk assessments. This dashboard is a work in progress, and we are happy to receive your feedback. Reach out to us at datalab@hcss.nl
