Artificial intelligence (AI) is a system technology that is influencing and fundamentally changing our world, including developments in the military domain. AI creates many opportunities, but also challenges, for technologically advanced and operationally relevant armed forces.
The Global Commission on Responsible Artificial Intelligence in the Military Domain (GC REAIM) is an initiative of the Government of the Netherlands that was launched during the 2023 REAIM Summit on Responsible Artificial Intelligence in the Military Domain in The Hague.
Upon request of the Dutch Ministry of Foreign Affairs (MFA), the Hague Centre for Strategic Studies (HCSS) acts as the Secretariat of the Commission.
Acknowledging the opportunities and challenges posed by AI in the military-strategic realm, the GC REAIM has several core goals:
- Promote mutual awareness and understanding among the many communities working on AI in the military domain, thereby supporting norm development and policy coherence in the field.
- Serve as an international forum for multi-stakeholder dialogue and the continuous investigation of new application areas and impacts of AI.
- Explore and describe governance mechanisms that are considered necessary for the international community to work towards responsible design and use of AI in the military domain.
HCSS is seeking a highly motivated, super-organized and independent individual for this dynamic and demanding position.
Responsibilities include but are not limited to
- Conduct and contribute to research, briefings, and strategic guidance reports produced by the GC REAIM;
- Contribute to the project management of the Global Commission and assist in organizing multiple international events;
- Manage Global Commission contacts and knowledge;
- Support parallel HCSS-based research projects on AI.
Requirements
- Excellent written and oral command of English is a must; proficiency in Dutch or other languages is considered a plus;
- Demonstrated interest in international affairs and security; academic or work experience with and understanding of AI is preferred; affinity with cyber and AI governance policies is a plus;
- Well organized and strong attention to detail;
- The successful candidate will need an entrepreneurial ethos and a collegial spirit while also being an effective communicator;
- Must work well with others and interact professionally with senior/high-level individuals.
Eligibility
- Availability: the internship is fulltime. Candidates must be able to commit to working 40 hours a week.
- Candidates must be enrolled as a student at a university during the entire internship period.
- Successful candidates are asked to provide a certificate of good conduct (‘Verklaring Omtrent het Gedrag’), available from the Dutch Ministry of Justice. Candidates residing outside of the Netherlands should provide a certificate from their country of residence.
