Patrick Bolder is a retired Lieutenant-Colonel from the Royal Netherlands Air Force. During his 40 year career and after graduating from the Royal Military Academy in Breda, he worked as a military meteorologist for 12 years at Dutch Airbases and the staff of the 1 NL/GE Corps in Münster, Germany. In 1996 he switched to Plans & Policy positions.

After graduating Staff College in 2001 he was stationed at policy departments at the Airstaff and Defence staff. He joined the Presidency Taskforce for the Netherlands EU Presidency in 2004 with responsibilities for the Headline Goal Task Force and EU Military Committee. Subsequently he was the European Defence Agency – Netherlands Capabilities PoC for the Defence Staff, The Hague. From 2008 to 2010 he was CHOD representative in the interdepartmental Future Policy Survey team (Verkenningen).

During his work at the Airstaff in Breda from 2013 onwards he composed and directed the IMC-policy, Triple-helix policy and Space policy of the RNLAF. Two 6 month+ deployments in 2012 and 2017 to the West Bank were conducted, developing the leader course program of the Palestinian Security Services. In 2014 he joined the 6 month Senior Course of NATO Defence College, Rome.

He joined HCSS in January 2019 as a Strategic Analyst, and became a Subject Matter Expert in July 2021.

His particular interest and knowledge concern: Defense planning in NATO and EU, Unmanned Systems & Artificial Intelligence and Militarization of the Space domain.
