De Strateeg: Moet de Cyberaanval onze Cyberverdediging Worden?

In toenemende mate proberen staten elkaar de pas af te snijden in cyberspace. Als dat lukt, bijvoorbeeld met een grote cyberaanval, kan dat tot serieuze maatschappelijke ontwrichting leiden in het land dat wordt getroffen. De Amerikanen zijn op cybergebied recent een nieuw pad in geslagen: Persistent engagement, oftewel offensieve cyberacties. De aanval is de beste verdediging, is de gedachte.

Schrikt dit inderdaad tegenstanders af om een cyberaanval tegen Amerika uit te voeren? Wanneer is het gerechtvaardigd om een offensieve cyberactie op touw te zetten? En wat betekent dit alles voor Nederland en de EU?
