On 27-28 November 2007, Lt. Colonel Zoltán Jobbágy chaired the Effects-Based Operations conference in Barcelona. Jobbágy currently works as a Chief Strategic Officer at the Hungarian MoD. The topic of the EBO conference was “Integrating an Effects-Based Approach and Strategy into Military Planning and Operations to Ensure Success”. Jobbágy gave a keynote presentation on Effects-Based Operations and the Changing Face of War. Stephan de Spiegeleire, Director Defence Transformation at HCSS, gave a presentation on the Enemy as a Complex Adaptive System (CAS).
This conference explored the concepts, tactics and information technologies that drive EBO. It addressed not only the Kinetic operations that are commonplace within Military missions, but also the applications of EBO in psychological and information rich warfare. It examined an Effects Based Approach in the information age and how best to measure ‘effects’ and sustain ‘effects’.
