The HCSS Datalab presents: GINA Diplomatic 2.0

GINA Diplomatic is the first tool released from our Geopolitical Interactive Network Analysis (GINA) series. This tool focuses on diplomatic engagement across the globe by analysing and comparing voting behaviour, speech mentions, and diplomatic visits on an international dyadic level.

Building on the GINA series introduced late 2024, HCSS is rolling out GINA 2.0 in early 2026. This new generation of GINA tools features improved analytical methods, enhanced accessibility, expanded data coverage, and a more consistent analytical framework across domains, strengthening its value for policy-relevant geopolitical analysis.

GINA Diplomatic 2.0 focuses on diplomatic engagement across the globe by systematically analysing and comparing voting behaviour, official speeches, and state leader visits at the international level. Designed for policy-makers, researchers, and analysts, the tool supports the examination of complex patterns of international cooperation, alignment, and divergence. Drawing on United Nations voting and speech data, GINA Diplomatic applies network science frameworks to construct quantitative representations of dyadic relations at both global and state-level scales.

The dashboard integrates more than 10,000 official UN speeches containing over 350,000 dyadic state references, alongside data from more than 6,000 UN voting resolutions and over 15,000 recorded state leader visits worldwide. All data are retrieved from open-source sources and harmonised within a single analytical environment, enabling systematic comparison across countries, regions, and time periods.

The platform has been fully updated through 2024 and incorporates a new diplomatic domain based on the Country and Organization Leader Travel (COLT) dataset. This addition allows users to examine long-term patterns of diplomatic engagement from 1990 to 2024, complementing UN-based measures of diplomatic alignment with observed patterns of high-level bilateral interaction.

Across all analytical views, an interactive global map provides an overview of country-level trends and serves as an entry point to detailed country profiles. Each view includes summary statistics for the selected time period and focus area, alongside customisable time series that support the analysis of change over time. Together, these features enable structured comparison, longitudinal analysis, and evidence-based assessment of diplomatic behaviour in a rapidly evolving geopolitical landscape.

Additional GINA 2.0 dashboards, including updated versions of the Economic, Military, and Information domains, will be rolled out later in 2026.
