‘The EU and Multilateral Security Governance’ is a new book that studies the role of the EU in peace and security as a regional actor with global aspirations, in the context of challenged and changing multilateralism. HCSS Strategic Analyst Sijbren de Jong contributed to this work with a chapter on ‘The EU in Multilateral Security Governance: the Case of the 2009 Russian-Ukrainian Gas Dispute’.
In January 2009 natural gas deliveries from Russia to Ukraine were halted, followed by reported shortages and a cut in supplies to other European countries a few days later. In January 2006, a similar crisis between the two countries had resulted in falling pressures and reports by European companies of non-delivery of gas. Given the significance of Russian gas to the EU, the 2009 crisis triggered a challenge that had to be resolved swiftly and adequately in cooperation with all parties concerned. As such, it provided a solid test of whether the Union was able to ensure the security of its energy supply. The chapter aims to assess whether the EU’s interventions were effective in passing this test.
