Inzichten voor Ontwikkeling Capaciteiten Crisismanagement

De frequentie en intensiteit van interstatelijke crises zijn de laatste jaren flink toegenomen. Er zijn voortdurende

spanningen tussen Rusland en het Westen, met de crisis rond de Krim (maart 2014) als hoogtepunt. Maar ook de confrontaties tussen Turkije en Rusland (december 2015), Iran en Saudi-Arabië (januari 2016) en het regelmatige wapengekletter in de Zuid-Chinese Zee en op het Koreaans schiereiland illustreren deze trend.

Interstatelijke crises zijn terug van weggeweest, in een hedendaagse verschijningsvorm die vaak wordt aangeduid als “hybride”. Westerse beleidsmakers waren niet goed voorbereid op deze ontwikkeling.

Maar inmiddels staat het fenomeen hoog op de agenda…

In de nieuwe uitgave van het Magazine Nationale Veiligheid en Crisisbeheersing bespreken onze experts Tim Sweijs en Frank Bekkers hun bevindingen uit de studie Back to the Brink: Escalation and Crisis, waarin zij, op basis van een analyse van de wetenschappelijke literatuur, zeven inzichten geïdentificeerd hebben aan de hand waarvan Nederlands beleid verder vorm kan worden gegeven.
