The Hague Centre for Strategic Studies (HCSS) and the Center for Economic Security and Foreign Affairs (CESFA) at the Ministry of Foreign Affairs of the Republic of Korea have signed a Memorandum of Understanding (MoU) to strengthen cooperation on key economic security challenges.
The MoU was formally signed at the HCSS headquarters in The Hague by Hee-sang Kim, Deputy Minister for Economic Affairs of Korea, and Paul Sinning, CEO of HCSS. The agreement establishes a framework for collaboration on research and policy development related to critical economic security topics, including supply chain resilience, advanced technology protection, export controls, and risk management.
The signing builds on the broader momentum of deepening bilateral ties between the Netherlands and the Republic of Korea. In 2024, the two countries formalized a Strategic Partnership, underlining their shared commitment to upholding international norms, fostering innovation, and promoting economic and technological cooperation. This new MoU reinforces that commitment, with a focus on navigating the complex landscape of global economic security.
Under the agreement, CESFA and HCSS will engage in joint research projects, co-publish analytical articles, and organise seminars and workshops aimed at fostering dialogue and generating actionable insights. Both institutions bring complementary strengths: CESFA, as a policy-oriented research unit embedded in Korea’s foreign ministry, and HCSS, as an independent think tank focused on strategic and security affairs in Europe and beyond.
This partnership reflects the growing importance of international cooperation in addressing shared economic security risks, as nations seek to adapt to an increasingly interconnected and volatile global environment.
