Increasingly, security at the domestic level, is no longer provided by the police but by private security firms which are meeting an ever greater demand for such services.
This development raises some questions with regard to issues such as effectiveness and accountability, as well as whether private organisations can live up to the same standards of public service as the police and other public actors pursue. To what extent are these concerns valid, and what opportunities are there for private and public security providers to better cooperate and benefit from eachother?
An introduction to this topic will be given by Mr Jaap de Waard, senior policy advisor at the Netherlands Ministry of Security and Justice and former secretary of the European Crime Prevention Network (EUCPN). He will approach these questions amongst others, by looking at practices elsewhere in Europe. Our second speaker is Mr Joery Matthys, professor at Leiden University, Campus The Hague, who will address some of the public policy and accountability issues. The meeting will be conducted in Dutch.
