In today’s time and age, an increasing amount of government tasks are outsourced to private, non-governmental actors: shopping malls are hiring their own security, entrance to gated communities is limited, and stewards are a common sight during soccer matches. As a result of this privatization, the responsibility to guarantee this security is shifting. When it comes to combating fraud, we observe a similar development, as the pressure on public security actors is mounting in an increasingly complex, digital society. More and more private parties are concerned with the prevention of fraud, each in its own way. How does the government positions itself in regard to this development? How can we trace and/or prevent fraudulent behavior? Which role can private parties fulfill in this? And what can a citizen do to protect him- or herself against, for example, identity fraud?
