Knowledge Investment Quote

The Netherlands Ministry of Defence initiated an interdepartmental Future Policy Survey

in March 2008. The remit of the Survey was to formulate policy options, without

constraints, for the future ambitions of the defence effort of the Netherlands, the approximate composition and equipment of the armed forces, and the associated level

of defence expenditure. The policy horizon spans about two decades. The three policy

questions addressed in this report are:

• What knowledge areas are of relevance to the Netherlands MoD Science &Technology (S&T) base?
• What should be the Netherlands defence knowledge investment (knowledge investment quote or KIQ) annual budget & percentage (quote) of the Netherlands defence budget?
• What external and internal knowledge infrastructure is suitable for sustaining or developing the required knowledge and technology areas?
