Critical raw materials in the Dutch Province of Zuid-Holland: What, why and how?

In response to the Dutch government’s 2022 National Raw Materials Strategy and the impending 2023 European Critical Raw Materials Act (CRMA), this report delves into the potential role of the Province of Zuid-Holland in critical raw material (CRM) supply chains.

CRMs are not only pivotal for clean energy technologies but also for digital applications, healthcare, and defence systems. Concerns loom over supply chain sustainability and geopolitical tensions impacting the openness of global trade.

Zuid-Holland could play an increasingly strategic role in CRM supply chains considering its key industrial activities in trade, logistics, and recycling, particularly due to the globally significant Port of Rotterdam. The province’s strength further lies in its knowledge hub, fostering an innovative ecosystem around research institutions in Delft, Leiden, and The Hague. This creates a strong entrepreneurial ecosystem that supports innovative and rapidly growing start-ups.

Expanding CRM capabilities in Zuid-Holland presents challenges and opportunities across social, environmental, ethical, economic, and political dimensions. To strengthen Zuid-Holland’s standing in CRM supply chains, we recommend that policymakers prioritise active dialogue with relevant companies and the Port of Rotterdam. Further recommendations for Zuid-Holland’s policymakers include establishing a one-stop-shop offering up-to-date information on demand for companies, seeking clearer national government guidelines, supporting innovation, and enhancing the business case of Dutch industry.

This report draws insights from interviews with business representatives, licensing organizations, and provincial policymakers conducted by HCSS. Additionally, it incorporates findings from a round table hosted by HCSS on January 23, 2024, bringing together relevant stakeholders from the CRM sector in Zuid-Holland.
