Egmont, The Belgium Royal Institute for International Relations, has recently published an overview of the state of the Common Security and Defence Policy (CSDP) in and of the EU. This report consists of a collection of essays form observers from the EU Member States. Frank Bekkers has contributed with his view on where CSDP stands and should head for from a Dutch perspective.
Member States remain central to EU security and defence policy. From the overview it may be concluded that, more than anything else, an enhanced CSDP needs strong political will and a clear vision of what they want this policy to be from all Member States. Without this indispensable ingredient CSDP may continue to run its course, as it does today. It may even grow in efficiency, but will remain lacking in effectiveness.
