HCSS is pleased to announce that Isis Ketelaar has joined our team as a Strategic Analyst!
Her academic and professional work centres on economic security, trade policy, (high-tech) supply chain security, and critical raw materials.
Having served as a Junior Policy Officer in the Economic and Public Diplomacy Department at the Consulate-General of the Netherlands in San Francisco, Isis has experience across international economic policy and diplomacy. She joined the HCSS internship programme as an Assistant Analyst focused on economic and technological security before advancing to her current role as Strategic Analyst.
Isis holds an honours BA in Liberal Arts and Sciences, specialising in International Relations, from Amsterdam University College (Cum Laude); an MSc in Political Economy from the University of Amsterdam; and an MSc in International Public Management and Public Policy (Cum Laude) from the Erasmus School of Social and Behavioural Sciences. Her most recent thesis examined Dutch semiconductor export control policy toward ASML from 2019 to 2025.
On joining HCSS, she stated:

Economic security, from supply chains to critical raw materials, has moved to the centre of how states navigate geopolitical competition. That shift calls for policy-focused, data-driven, and forward-looking analysis, which is what HCSS specialises in. This approach is exactly why I chose to return as a Strategic Analyst.”
