On 24 June, HCSS experts Laura Jasper and Paul Verhagen will speak at the JASON Institute panel discussion “Beyond the State: How AI levels the battlefield for non-state actors”.
The event will examine how artificial intelligence is shaping the capabilities of non-state actors, affecting conflict dynamics, and influencing the wider international security landscape.
Laura Jasper – Programme Coordinator and Strategic Analyst at HCSS. Laura leads HCSS’ PROGRESS research framework framework and specialises in Foreign Information Manipulation and Interference, with a particular focus on non-state actors and Transnational Organised Crime. Her research examines how these actors undermine society, the rule of law, and state stability.
Paul Verhagen – Lecturer at Amsterdam University College and Senior Fellow at HCSS. As Strategic Liaison at the Civic AI Lab (University of Amsterdam), he explores the intersection of Artificial Intelligence, public policy, and global technological competition, connecting cutting-edge research to real-world policy challenges.
The panel will bring together expertise on AI, security, governance, and non-state actors to discuss how technological change is altering the strategic environment.
