Fiona De Cuyper joins HCSS as new Strategic Analyst

February 10, 2025

HCSS is pleased to announce that Fiona De Cuyper has joined our team as a Strategic Analyst!

She is also affiliated with The Arctic Institute – Center for Circumpolar Security Studies where her contributions mainly focus on Arctic geopolitics, militarization, extractivism and climate concerns, as well as the Friedrich Ebert Stiftung (Regional Office for Cooperation and Peace in Europe) where she works on the future of East-West cooperation as part of the Fresh Look at Eastern European Trends-network.

Before joining HCSS, Fiona was as a Junior Researcher at the Egmont Royal Institute for International Relations in Brussels, where she worked on finalizing the Arctic project as part of the European Affairs team. Her other experiences include projects and roles at the Oxford Transitional Justice Research Group, the Belgian Ministry of Foreign Affairs, the Permanent Representation of Belgium to the EU, the Organization for Security and Cooperation in Europe (OSCE), and the Belgian Embassy in Moscow.

Fiona graduated with a Master’s degree in Diplomatic Studies from the University of Oxford (Lincoln College), where she wrote her dissertation on sub-state influence on Arctic regional governance, receiving the dissertation prize. She holds additional degrees in International and European Law (LL.M, cum laude), European and International Governance (MSc, magna cum laude) and Social Sciences (BSc, cum laude) from the Free University of Brussels and Ghent University, as well as a certificate in International Disarmament Law from the Geneva Centre for Security Policy.

On joining HCSS, she stated:

“Understanding our increasingly complex and unpredictable world requires interdisciplinary thinking that connects historical insights with data-driven, forward-looking analysis. At HCSS, I’m eager to learn from and work alongside a team of dedicated experts to bridge the gap between data, strategy, and actionable policy in an era of uncertainty.”
