Event Recap | The Future World Order

After the success of the first and second The Hague Strategic Foresight Forum Talks, we are pleased to announce the conclusion of the third and final instalment of our talks ‘The Future World Order.’ Read the official write-up here.

In our second event, experts concluded that inequality lies at the heart of rising global tensions. The recent re-election of Donald Trump, running on the ‘America First’ platform, means this message will most likely be placed on the back burner, with strategic competition between the US and China taking centre stage.

Key questions that were explored by our foresight experts included:

To what extent will the US and China try to shape this future world order? Will Europe be a player in or a playground for great power competition? Should multilateral institutions such as the UN reinvent themselves to stay relevant?

The event featured insights from leading experts:

Dr. Michael Mazarr

Michael J. Mazarr is a senior political scientist at RAND and a professor of policy analysis at Pardee RAND Graduate School. Previously, he worked at the U.S. National War College, where he was professor and associate dean of academics; as president of the Henry L. Stimson Center; senior fellow at the Center for Strategic and International Studies; senior defence aide on Capitol Hill; and as a special assistant to the Chairman of the Joint Chiefs of Staff.

Mr. John Lee

John Lee is director of consultancy East West Futures and a researcher at the Leiden Asia Centre. He is currently a visiting fellow at ISEAS – Yusof Ishak Institute, National University of Singapore, and was a senior analyst at the Mercator Institute for China Studies. John previously worked at the Australian Department of Foreign Affairs and Trade and Department of Defence. He focuses on China’s advanced technology industries, including microelectronics, the automotive sector, telecoms and internet of things technologies. John’s research areas also include China’s cyberspace regulation and governance, and military applications of artificial intelligence. He co-leads the China Semiconductor Observatory project funded by the European Union.

Prof. Roberta N. Haar

Roberta Haar is a Professor of Foreign Policy Analysis and Transatlantic Relations at Maastricht University and University College Maastricht. With a specialisation in International Relations, her work focuses on foreign policy analysis, transatlantic relations, and European security. Dr. Haar serves as the Principal Investigator for the REMIT EU Horizon Project, a collaborative research initiative involving nine partner institutions across eight European countries.

Event Recap

HCSS Director of Research Dr. Tim Sweijs set the scene for the event with some introductory remarks.

Dr. Michael Mazarr, senior political scientist at RAND kicked off the event with the first keynote speech on the role of the United States in the future world order.

Our second keynote was by Mr. John Lee, director of East West Futures and a researcher at the Leiden Asia Centre speaking about the role of Southeast Asia in the future world order.

Our third and final keynote was by Prof. Roberta Haar, Principal Investigator for the REMIT EU Horizon Project, Professor of Foreign Policy Analysis and Transatlantic Relations at Maastricht University and University College Maastricht, giving the European perspective in the future world order.

After a brief coffee break, the event moved into a panel discussion with our three keynote speakers, moderated by HCSS Director of Research Dr. T. (Tim) Sweijs.

The panel conversation was then followed by a Q&A session from the audience.

Dr Tim Sweijs concluded the event with some closing remarks.

Organised by Pieter-Jan Vandoren, the event was part of the Strategic Monitoring and Foresight Program that HCSS is conducting in collaboration with the Clingendael Institute at the request of the Dutch Ministries of Foreign Affairs and Defense.


A guest paper was also written in anticipation of this event by Dr. Florence Gaub, Director of the Research Division at the NATO Defense College. ‘Are the West’s Golden Years Over?’ Read the full paper here.
