Dr. Michael Raska joins HCSS as non-resident Senior Research Fellow

HCSS is pleased to announce that Dr. Michael Raska has joined us a non-resident Senior Research Fellow!

His research and teaching focus on mapping defence innovation strategies, emerging technologies and military capabilities, and future warfare concepts.

Dr. Raska: “I am focused on advancing research on defence and military innovation in East Asia and connecting these findings to Europe’s evolving security landscape. Together with the HCSS team, I am eager to develop new analytical frameworks to map defence innovation trajectories and explore future directions and character of warfare.”

Michael Raska is Assistant Professor in the Military Transformations Programme at the S. Rajaratnam School of International Studies, Nanyang Technological University in Singapore. His research and teaching focus on mapping defence innovation strategies, emerging technologies and military capabilities, and future warfare concepts particularly in East Asia.

He is the author of Military Innovation and Small States: Creating Reverse Asymmetry (Routledge, 2016), co-editor of The AI Wave in Defence Innovation (Routledge, 2023), Defence Innovation and the 4th Industrial Revolution (Routledge, 2022). His publications also include journal articles, chapters in edited volumes, policy reports, and commentaries – including collaborative projects with leading security and defence think tanks in Asia, Australia, Europe, and the U.S.

In Singapore, he has contributed research and teaching for the Ministry of Defence, Defence Science and Technology Agency, and all service branches of the Singapore Armed Forces.  In 2024, he has been selected as a member of academic review committee for the NATO Cooperative Cyber Defence Centre of Excellence (CCDCOE), and the expert advisory group for the Global Commission on Responsible Artificial Intelligence in the Military Domain (GC REAIM).
