In dit HSD Café worden de implicaties van decentralisering op het gebied van veiligheidsbeleid besproken. Bestuurders op gemeentelijk niveau krijgen steeds meer te maken met een bredere waaier van veiligheidsproblemen. Ook andere lokale actoren, zoals burgers en bedrijven, worden hierdoor steeds meer betrokken bij veiligheidsbeleid.
Hoe kunnen die verschillende actoren, thema’s en verantwoordelijkheden samen worden samengebracht in een integrale veiligheidsstrategie? Daar draait het in dit café om. We kijken onder andere naar de rol van de gemeente in de aanpak van nieuwe veiligheidsvraagstukken, het gebruik van publiek-private samenwerkingsverbanden, en nieuwe innovatieve technieken die samenwerking vergemakkelijken. Drie experts delen hun inzicht over het thema in een presentatie en een panel discussie.
Sprekers
– Dr. Ruth Prins, (Institute of Public Administration at Leiden University, Campus The Hague) belicht de rol van de lokale overheid in het behandelen van nieuwe veiligheidsvraagstrukken, met nadruk op de rol van burgermeesters en sociale veiligheidsvraagstukken.
• Drs. Jasper van Gaalen (BMC advies) gaat in op Kernbeleid Veiligheid, de VNG-methode voor lokaal integraal veiligheidsbeleid; BMC heeft deze methode ontwikkeld.
• Mr. Wim van Deijzen (VCS Observation) presenteert ‘Social City’, een platform die publieke en private partijen stimuleert om samen veiligheidsproblemen aan te pakken.

This HSD Café is dedicated to discussing the issues, opportunities and implications of decentralising security policy. More and more people live in urban areas, and these areas are increasingly subject to a wide array of security threats ranging from petty crime to floods and terrorist attacks. At the same time, local actors are increasingly asked and tasked to deal with these security issues. In order to establish and, more importantly, maintain a cohesive ‘integral’ security policy, municipalities, businesses and civil society are increasingly teaming up, starting new collaborations and initiatives.
This HSD Café will focus on how these local actors can harness, expand and integrate these security efforts. What is their specific role? What does this mean in practice – for example, how can municipalities, the police, business and citizens work together to tackle radicalisation? These questions will be addressed during a twenty minute presentation by three experts from this field, followed by a panel discussion in which guests are encouraged to participate. From 17:00 onwards there will be drinks and networking opportunities.

About the HSD Café
The HSD Cafés are organised for HSD partners ánd those interested on every first and third Thursday of each month (except on public holidays). From cyber security, drones to critical infrastructure, 20 sessions will be organised around security topics relevant for businesses, governments, and knowledge institutions. In the first hour (16.00-17.00) of each HSD Café, experts will briefly present a security topic, dilemma, or innovation, followed by an informal discussion.
The second part of the HSD Café (17.00-17.45) will consist of drinks and a possibility to network. The HSD Cafés provide an excellent opportunity to meet (potential) business partners, bring along your contacts, expand your knowledge, and shape the debate on key security issues of the future. Parking
Unfortunately there is no parking available underneath the HSD Campus. From 14.00h. you can park for free in the neighbourhood.
