On Monday, August 26, Stephan will present at the Australian DoD’s Defence One-Star Seminar in Canberra on the topic of ‘Anticipation‘ as a strategic function for defense/security organizations.
After explaining different definitions of the terms, he will explain how the concept emerged in a number of European defence organizations (starting with France) and what the organisational implications are of adopting or institutionalising Anticipation: what decision structures are required, and what analytical processes are required to support them? He will sketch what progress has been made on that score to date in the Netherlands, as well as in Europe / NATO more generally, and will outline some key remaining challenges?
