ARENA

Agentic Reasoning for Escalation, Negotiation and Analysis

ARENA (Agentic Reasoning for Escalation, Negotiation and Analysis) is a simulation platform developed by the HCSS Datalab to study how political leaders make decisions under strategic pressure. Each leader is modelled as a generative agent, built from a five-layer psychological profile grounded in expert ratings by political psychologists.

Real crises happen once, under conditions that cannot be repeated. ARENA replays the same crisis many times under different starting conditions and mid-crisis shocks, so its findings describe the range of ways a crisis could unfold rather than predicting a single outcome. It maps where a crisis is structurally fragile, which leaders drive escalation and which restrain it, and which combinations of events are most dangerous. ARENA is not a forecasting tool: its findings are offered as hypotheses for policy discussion, open to challenge and replication.

Know Thy Enemy, Know Thyself: Simulations of Political Leaders’ Crisis Behaviour after a Ceasefire in Ukraine

A new HCSS report uses our crisis simulation platform ARENA to examine how seven political leaders representing Russia, Ukraine, the US, France, Germany, the UK and NATO might respond to a hypothetical ceasefire breakdown. The research models 16 scenarios, each replayed 10 times, for a total of 160 simulation runs. The scenarios combine four possible ceasefire triggers with four external shocks, ranging from a Chinese blockade of Taiwan to a cyberattack on Europe’s power grid.
