Tim Sweijs presents today at the Athens 2018 Crisis Management and Security International Conference on the need to raise our crisis literacy: how can we relearn from the lessons from the Cold War, and adapt to current circumstances?
Tim will draw on the 2016 report Back to the Brink on the comeback of interstate crisis. Raising our crisis literacy requires greater investments in crisis informatics; a ‘hybrid’ ability to manage escalation through cross domain coordination; a solid grasp of one’s own vulnerabilities and of adversaries; a refined understanding of each other’s perceptions; the (re-)creation of a shared crisis grammar; a pro-active approach to address crisis instabilities; as well as the development of metrics of effectiveness for crisis intervention.
