On Friday OPEC will gather in Vienna. The oil cartel, which produced one-third of total world production, refused to trim its output quota in its last two biannual meetings — Nov. 2014 and June 2015 — against low oil prices, and kept the total production level at 30 million barrels per day. Expectations are that Saudi Arabia, the organization’s most influential member, will resist calls from other OPEC members to cut production levels in an effort to shore up prices.
