International Military Council on Climate and Security (IMCCS) launches website

The International Military Council on Climate and Security (IMCCS) is a group of senior military leaders, security experts, and security institutions across the globe dedicated to anticipating, analyzing, and addressing the security risks of a changing climate. The creation of the IMCCS was announced at The Hague, Netherlands, on February 19, 2019 in response to a growing demand from military professionals for sharing information and best practices on addressing the security and military dimensions of climate change. The IMCCS will be formally launched in the fall-winter of 2019 (date and time to be determined).

HCSS Special Strategic Advisor Tom Middendorp is the chair of the International Military Council on Climate and Security and HCSS Deputy Director Michel Rademaker is a senior member of the Executive Committee. More information about IMCCS can be found on their recently launched website.

 

Tom Middendorp is a retired four-star general. He now advises The Hague Centre for Strategic Studies (HCSS) as a principal expert. Until October 2017 he was the Chief of Defense of the Netherlands Armed Forces. In this period he led one of the largest transformations in the history of the armed forces and was involved in over 20 military deployments worldwide. He conducted a proces of strategic analysis and re-orientation, including several Future Force Conferences where he introduced an ecosystem approach to security and positioned Defense as a platform for innovation. During his tenure, the tide of continuous downsizing and reductions changed and the government decided to increase the defense budget. Mister Middendorp initiated and operationalized several far-reaching military cooperation programs in which the Netherlands became one of the frontrunners in Europe. He studied civil engineering at the Royal Military Academy in Breda, is a graduate at the Command and General Staff College in the United States and received the high awards in Australia, Germany, France and Belgium.
Michel Rademaker is the deputy Director of HCSS. He has fifteen years of hands-on experience as an officer in The Royal Netherlands Army, where he held various military operational and staff posts and also served a term in former Yugoslavia. He has a masters degree obtained at the University of Tilburg. After leaving the armed forces, Mr. Rademaker went on to work at the Netherlands Organisation for Applied Scientific Research (TNO) as a project and program manager and senior policy advisor on security topics for ten years. Eg. as NATO RTO project leader, he and his team developed serious gaming assessment methods and conducted several assessments of security technologies, and worked on numerous strategic security topics.
