Innovating for prevention and health

The Dutch healthcare system is among the best in the world: for many years it has ranked high in the Euro Health Consumer Index, and in first place in 2012. The Index contains 42 different indicators from a user perspective. Compared with other countries we spend a good deal of money on healthcare, the tidy sum of 87 billion euros a year.

The Index contains 42 different indicators from a user perspective. Compared with other countries we spend a good deal of money on healthcare, the tidy sum of 87 billion euros a year.

But not withstanding this high rating, are we getting maximum value for money? And can we keep the cost of care under control?

Advies aan de Staatssecretaris van Economische Zaken en aan de Europese Commissie: Geopolitiek rond Grondstoffen voor Landbouw en Voedsel (Deel A)

De EU is grotendeels zelfvoorzienend in basisvoedingsmiddelen. Daarom lijkt devoedselzekerheid van de EU gegarandeerd. Maar schijn bedriegt, want de EU is arm aangrondstoffen, inclusief grondstoffen voor de landbouw. De EU is zich de laatste jarenbewust geworden van haar kwetsbaarheid voor grondstoffenschaarste, maar de aandacht gaat tot dusver vooral uit naar grondstoffen voor de industrie.
 De EU is grotendeels zelfvoorzienend in basisvoedingsmiddelen. Daarom lijkt de
voedselzekerheid van de EU gegarandeerd. Maar schijn bedriegt, want de EU is arm aan grondstoffen, inclusief grondstoffen voor de landbouw. De EU is zich de laatste jaren bewust geworden van haar kwetsbaarheid voor grondstoffenschaarste, maar de aandacht gaat tot dusver vooral uit naar grondstoffen voor de industrie. Dit advies van het Platform Landbouw, Innovatie en Samenleving richt zich op zeven voor de Europese landbouw kritische grondstoffen: soja, de minerale macronutriënten fosfaat en kalium en de minerale micronutriënten zink, seleen, molybdeen en borium. Deze grondstoffen zijn niet vervangbaar in de landbouw en de voedselketen, maar wel in meer of mindere mate in de industrie.

De mate waarin een land of regio zijn voedselproductie kan optimaliseren hangt af van de aanwezigheid van noodzakelijke grondstoffen, dan wel de mogelijkheid om hierover te kunnen beschikken alsmede de capaciteit om de grondstoffen te ver- en bewerken tot nuttige inputs voor de voedselproductie.
 De mate waarin een land of regio zijn voedselproductie kan optimaliseren hangt af van de aanwezigheid van noodzakelijke grondstoffen, dan wel de mogelijkheid om hierover te kunnen beschikken alsmede de capaciteit om de grondstoffen te ver- en bewerken tot nuttige inputs voor de voedselproductie. Daarmee is het vraagstuk een geopolitiek vraagstuk: wat kan een land of bedrijf politiek-economisch in stelling brengen om het aanbod van die grondstoffen te garanderen, nu en in de toekomst?

The poster "Peace and Conflict Across Time" assesses long-term fluctuations across various types of conflict, whilst focusing on quintessential pillars of peace rather than on drivers of conflict.

In documenting the history of peace and conflict from ancient times to the present, it brings together arguments and data provided by various scholars and research institutions (including Bowles, Brecke, Goldstein, Lebow, Levy, Morris, and Pinker, as well as the Correlates of War Project, the Uppsala Conflict Programme, the United Nations Development Programme, the World Bank, and the Center for Systemic Peace). The poster seeks to convey academic research in a useful, understandable and accessible fashion to both security and defense professionals and the general public at large.

Innovation in a Warming World. Research Tackling the Grand Challenge of Climate Change in Europe

The Hague Centre for Strategic Studies (HCSS) is pleased to present the latest report "Innovation in a Warming World". The study looks at how research can help tackling future climate change challenges. It also includes a GeoRisQ Monitor which ranks countries on the basis of their vulnerability to climate change. This report is part of the Grand Challenges project, in which HCSS identifies areas for research and development which can help address the most pressing societal challenges for Europe.

Climate change is arguably the largest environmental challenge facing humankind. Though the impact will be gradual and difficult to predict, we slowly start to understand how this process will affect our planet. The study "Innovation in a Warming World" spells out these effects, specifically for Europe, and shows what research and development efforts happen where. Finally, it suggests technologies and research areas that deserve increased attention (from advanced vehicles and studies on ‘tipping points’, to geoengineering approaches like stratospheric aerosol and cloud brightening).

Our report is complemented by a GeoRisQ Monitor, which assesses the overall vulnerability of countries worldwide to the impact of climate change. The Climate Change Vulnerability Index is based on the following three indicators: (i) the vulnerability to weather-related disasters; (ii) the vulnerability to sea level rise; and (iii) the expected loss of agricultural productivity. Op woensdag 13 maart 2013 presenteert het Den Haag Centrum voor Strategische Studies de HCSS Strategische Monitor 2013: “De Toekomst in alle Staten”. Dit is een adviesrapport in opdracht van de Nederlandse regering en het anticipeert op toekomstige ontwikkelingen in de internationale veiligheidsomgeving.

“De Toekomst in alle Staten” is een adviesrapport in opdracht van de Nederlandse regering en het anticipeert op toekomstige ontwikkelingen in de internationale veiligheidsomgeving. De belangrijkste bevinding van deze studie is de volgende paradox: Overal ter wereld nemen conflicten af, maar aan de randen van Europa nemen instabiliteit en conflicten juist toe.

Positief is dat het aantal en de omvang van conflicten historisch gezien momenteel klein is. Democratie blijft zich als staatsvorm verspreiden en het welvaartspeil van de wereldbevolking is in de afgelopen twintig jaar ruim verdubbeld. De wereld wordt verder gekenmerkt door een grote, in de geschiedenis ongeëvenaarde, verwevenheid op politiek, economisch, ecologisch, technologisch, sociaal en cultureel vlak.

De afgelopen twee jaar is de dalende trend van conflicten echter doorbroken door het geweld in Libië, Syrië en Mali. Deze conflicten reiken tot aan de Europese buitengrenzen. Instabiliteit komt dus dichterbij. Omdat de Verenigde Staten zijn buitenlandsbeleid meer op de Grote en Indische Oceaan richt, zal Europa meer dan voorheen in haar eigen veiligheid moeten voorzien.

Een andere belangrijke constatering is dat de komende jaren de geopolitieke agenda beheerst zal worden door grondstoffen. Dat de toegang tot grondstoffen tot belangentegenstellingen zal leiden is niet alleen een Westerse gedachte. HCSS heeft dezelfde conclusie vastgesteld op basis van Chinese, Russische en Turkse toekomststudies. Hierbij spelen de toenemende assertiviteit van Rusland en China, de ontwikkelingen rond de Europese integratie en de instabiliteit in Noord-Afrika en het Midden-Oosten een belangrijke rol. Wat gaan de machtsblokken in de huidige multipolaire wereld doen om zich te verzekeren van voldoende grondstoffen? Op welke wijze zullen zij een rol trachten te spelen in het grondstofrijke Afrika? Weet Europa zich tijdig te herpakken om een meer serieuze rol te spelen in dit globale machtsspel?

De veiligheidssituatie vertoont dus gelijktijdige positieve en negatieve bewegingen. Er is sprake van fundamentele onzekerheid over hoe de wereld zich ontwikkelt en welke kansen en bedreigingen dat voor Nederland oplevert. In het recente verleden toonden grote gebeurtenissen als de Arabische opstanden en de kernramp van Fukushima aan dat het speelveld elke dag opnieuw onvoorspelbaar is en drastisch kan veranderen. Het buitenland- en veiligheidsbeleid dat past bij de onzekere, soms volatiele veiligheidsomgeving wordt gekenmerkt door robuustheid en adaptiviteit.

‘Resources for our Future’: Key issues and best practices in Resource Efficiency

human society. Throughout the 20th century, the growing population has led to an increase in the use of fossil fuels by a factor of 12, and to the extraction of 34 times more material resources. As a consequence, Earth’s climate is changing, fish stocks and forests are shrinking, the prices of energy resources and critical materials are rising, and species are becoming extinct. If the population grows as expected and the mean per capita consumption doubles by the year 2050, it is most probable that humanity will experience the limits to growth.

Improving resource efficiency is about improving the quality of life while limiting environmental degradation by using resources more wisely and changing patterns of production and consumption. The main ambition is to enable prosperity for a growing population without exceeding planetary limits. In order to support economic growth with
fewer resources we need to improve the efficiency of resource use, in terms of the economic value per unit of resources used. This is exactly what has been achieved in recent years: the world economy in 2005 extracted some 30% fewer resources to produce € 1 of GDP than it did in 1980. In absolute terms, however, global resource extraction is still rising. Population growth and economic growth have obviously outweighed the improvements in resource efficiency.

Personalization in health care is an emerging approach that could greatly benefit the financial sustainability of health-care systems and improve health outcomes. Reflected in more ‘customized’ care, personalization could help in providing more effective, efficient and appropriate care to the emergence of new disease patterns and the growing prevalence of certain chronic illnesses (e.g., cancers, obesity), caused by trends like aging and unhealthy behavior.

One central element on this pathway to change is the concept of prevention. This Issue Brief looks at the extent to which it can contribute to our health and health-care systems, at the role of institutional, behavioral and technological innovations in supporting this approach, and at the costs and benefits it entails.

Detecting Elusive Criminals

Organized crime for the European market is a multi-billion dollar business that feeds on, as well as sustains, poverty and poor governmental control. As factors like the economic crisis and the emergence and growth of urban slums will sustain organized crime, this threat is likely to stay with us in the foreseeable future. Against this background, the HCSS report Detecting Elusive Criminals answers the following question: what research strands need to be explored further in order to find solutions for the threat posed to Europe by transnational organized crime?

As factors like the economic crisis and the emergence and growth of urban slums will sustain organized crime, this threat is likely to stay with us in the foreseeable future. Against this background, the HCSS report Detecting Elusive Criminals answers the following question: what research strands need to be explored further in order to find solutions for the threat posed to Europe by transnational organized crime?

The flexibility of criminal networks is remarkable, as they seem to think nothing of moving operations to other countries, entering into new partnerships and using other modes of transportation. Also, they are often quick to pick up on new technologies that help them run their businesses. The consequent lack of signature and standard operating procedures on the part of criminal networks means that they are increasingly difficult to detect.

Therefore, we suggest a series of research strands that are more preventive in nature. The detection of criminal networks should be applied to the preventive and early warning phase: we should development frameworks and vulnerability assessment tools to predict or estimate whether a certain area – a neighborhood, a city, a region – will in the near future have to deal with criminal networks. Other important research topics include the exploration of legal possibilities needed to exchange the information needed for these forms criminal detection, and the development of ways to involve the population in the gathering of information.

The Geopolitics of Mineral Resources for Renewable Energy Technologies

Which minerals are critical for the transition to renewable energy? How will future energy and mineral demand develop? And what will be the implications for international relations?
Which minerals are critical for the transition to renewable energy? How will future energy and mineral demand develop? And what will be the implications for international relations?

This paper focuses on the geopolitics of minerals for renewable energy technologies. Motivated by concerns about climate change, depletion of fossil fuel reserves, economic competitiveness and innovation, governments around the world have set ambitious targets for renewable energy. This has increased the demand for certain minerals. At the same time, the international system is in transition to a multipolar world and state capitalist tendencies are becoming more prominent. This paper looks at the how both import dependent and mineral producing countries are responding to these developments and what the implications are for the balance of cooperation and conflict.
